    摘要:

    为实现大中型水库安全生产管理从传统模式向智慧化管控转型,以丹江口水库为研究对象,基于LS-PDCA运行模式构建大中型水库“六项机制”智慧化管控平台。通过解析LS-PDCA运行模式的理论内涵,结合实际安全生产管理要求,提炼新运行模式下公司安全生产管理的核心要素。研究平台构建框架、建设内容及功能,将LS-PDCA嵌入“六项机制”责任机制模块,促进安全生产管理要素之间的相互衔接、有机融合,实现“六项机制”业务流程数字化及其与LS-PDCA运行模式的可视化融合。研究成果为水利工程风险管控提供从理论到实践的数字化解决方案,为同类型水库工程构建“六项机制”提供参考与借鉴。

    Abstract:

    To facilitate the transformation of safety production management for large and medium-sized reservoirs from traditional models to smart management and control, this study took the Danjiangkou Reservoir as a case study and developed a smart management and control platform for the “six mechanisms” of large and medium-sized reservoirs based on the LS-PDCA operational model. By systematically analyzing the theoretical framework of the LS-PDCA model and integrating it with practical safety management requirements, the key elements of safety production management under the new operational mode were identified. The platform architecture, construction framework, and functional modules were then designed, and the LS-PDCA model was embedded into the responsibility mechanism module of the “six mechanisms” to facilitate the interconnection and organic integration of safety production management elements, enabling the digitalization of business processes and their visual integration with the LS-PDCA operational model. The findings provide a digital solution from theory to practice for risk management and control in water conservancy projects and offer a valuable reference for implementing the “six mechanisms” in similar reservoir projects.
