    水利部将推进数字孪生水利建设作为推动水利高质量发展的六条实施路径之一,围绕数字孪生水利建设,于 2021 和 2022 年,用 2 年时间完成了顶层设计,持续开展技术攻关,2022 和 2023 年率先全面开展数字孪生流域建设先行先试,2023 年 7 月又启动数字孪生水网建设的先行先试。目前,数字孪生流域、数字孪生水网和数字孪生水利工程组成的数字孪生水利框架体系构建基本完成,数字孪生水利在应对流域防洪、水资源管理与调配、工程安全等业务工作中取得成功实践,实现了多项突破,取得了经验和启示。数字孪生水利获得了难得的发展机遇,同时也面临着严峻挑战,应坚持“需求牵引、应用至上”,围绕实现“四预”目标,夯实两大基础,突破两个关键,做实两项支撑,强化全生命周期管理,推进数字孪生水利健康发展。

    Abstract:

    The Ministry of Water Resources pushed on the construction of digital twin water conservancy as one of the six implementation pathways to promote high-quality development of water conservancy. In 2021 and 2022,the top-level design was completed in two years,accompanied by continuous technological breakthroughs. In 2022 and 2023,the Ministry of Water Resources took the lead in comprehensively advancing the pilot construction of digital twin basin construction. In July 2023,the pilot construction for digital twin water network construction was launched. Currently,the framework system of digital twin water conservancy,consisting of digital twin basin,digital twin water networks,and digital twin hydraulic engineering,has been basically established. Digital twin hydraulic engineering has achieved successful practices in addressing watershed flood control,water resource management and allocation, engineering safety,and other business work,achieving multiple breakthroughs and gaining experience and inspiration. Digital twin water conservancy has obtained rare development opportunities,but also faces severe challenges. It is essential to adhere to the principle of “demand driven,application oriented”,focus on achieving the “Four Pre” goals,consolidate the two foundations,break through the two key points,implement the two supports,strengthen the management of the entire life cycle and promote the healthy development of digital twin water conservancy.
