Abstract:In response to the frequent occurrence of historical flood disasters in the Luanhe River,and aiming
to enhance its flood defense capability,the construction of the “four pres” platform for the digital twin Luanhe
River Project is proposed. Considering the fl ood characteristics of the Luanhe River Basin,and based on advanced
technologies such as digital twin,digital mapping,big data,cloud computing,and the Internet of Things,the platform
aims to improve the“ four pres” capacity of fl ood control in the basin. The platform includes three main components:
information infrastructure,digital twin platform,and business system. It utilizes a three-dimensional digital twin
scenarios as the data foundation and employs a hydrological calculation model as the computing power. The
platform facilitates the development of the “four pres” platform and an intelligent “four pres” screen for the Luanhe
River,enabling function progressive display across three diff erent time dimensions:historical evolution,real-time
monitoring,and trend analysis. By establishing an integrated monitoring system for basin fl oods in the sky,space and
ground,and sharing supplementary data,such as the underlying surface of the river basin,digital terrain,and socioeconomic
factors,a digital twin scenario for fl ood control in the river basin is created. It conducts advanced simulation
and rehearsal to achieve functions like flood forecasting,early warning,and pre-planning. Upon completion,the
platform validates the hydrological monitoring and project dispatching data of the historical“ 713” fl ood in the Luanhe
River Basin. The calculation results are verifi ed to be reliable,thus it can provide robust support for fl ood control
safety of the Luanhe River Basin.
