深圳市水务数据治理的探索与实践

Exploration and practice of water data governance in Shenzhen

摘要:

针对水务生产管理过程中存在的一数多源、标准不一、质量不高等数据问题，对标数字孪生水务建设目标，为提升水务数据对业务管理的支撑能力，结合深圳市水务管理实际及信息化建设现状，从目标制定、框架搭建、路径研究、治理成果 4 个方面探索水务数据治理的方法思路，通过制定数据标准规范、搭建一体化数据治理平台、融合城市数字底座、建立数据与业务双轮驱动机制的具体步骤，初步建成深圳市水务数字底座 1.0 版，服务各类水务业务场景，对外提供统一资源共享服务，形成一套水务行业数据治理方法论与实践案例，为同类数字政府数据治理实践提供借鉴。

Abstract:

There are data problems in the process of water production and management，such as multiple sources，diff erent standards，and low quality. In order to improve the support of water data in business management，according to the digital twin water construction goals and combined with the water management reality and information construction status in Shenzhen，this paper explores the method of water data governance from four aspects，namely goal establishment， framework construction，path research，and governance results. Through the specifi c steps of formulating data standards and specifications，building an integrated data governance platform，integrating urban digital base，and establishing a double drive mechanism for data and business，Shenzhen Water Digital Base version 1.0 is initially built，which serves various business scenarios and provides unified data sharing service. This paper forms a set of data governance methodology and practice cases in water industry，providing reference for similar government data governance practices.
