    摘要:

    为改善政务服务事项办理过程中数据统计比较繁琐的问题,依托水利部政务服务平台开发建设水利部政务服务综合展示平台。综合展示平台采用统一标准和建库的开发模式搭建,基于 Java 的开源框架和 Oracle 数据库设计并实现的功能模块包括政务服务展示、数据统计分析、用户管理和系统管理 4 个模块。综合展示平台能方便相关业务司局、各流域管理机构及监管部门对事项办理情况和进度的整体把握,改进和优化业务处理中存在的问题,提升整体业务审批和平台应用效果,同时可提供统计数据查询和展示的工具,新增业务汇报和公开信息的数据来源。研究成果对于水利部政务服务的数字化、智能化发展具有重要的参考价值。

    Abstract:

    In order to improve the cumbersome data statistics in handling government service matters,comprehensivedisplay platform for government services of Ministry of Water Resources is developed and constructed based on government service platform of Ministry of Water Resources. The platform is built by applying unifi ed standard anddatabase development model. Based on Java open-source framework and Oracle database,the functional modules aredesigned and implemented,including government service display module,data statistics and analysis module,usermanagement module,and system management module. The construction of the platform can facilitate the relevant business departments,various river basin management agencies,and regulatory departments to have an overall grasp of the handling status and progress of matters,thus improving and optimizing problems existing in businessprocessing,enhancing the overall business approval and platform application effect. Meanwhile,the platform canprovide statistical data query and display tools,add data sources for business reports and public information. The outcome can serve as an important reference for the digital and intelligent development of government services provided by Ministry of Water Resources.
