In order to solve the problems of over-reliance on experience and extensive management in water resources allocation and flood control scheduling decision-making,which are ubiquitous in the operation and management of irrigated areas,as well as to accumulate experience for the development of digital twin irrigated areas,this paper explores the implementation of the“four pre”functions of water resources allocation and flood control scheduling,focusing on Qushou reservoir and Youzonggan canal system in Ouyanghai Irrigation District. The research focuses on the shared grid of hydrodynamic models and 3D GIS models,as well as the combination application of the “water demand-distributiontransfer” model. Ouyanghai Irrigation District has built a data base,a model library,and a knowledge library,forming the digital twin platform. It also developed systems of water resources allocation and scheduling,drought resistance management,and flood control scheduling,which have achieved demand distribution and precise management of water resources in the Ouyanghai Irrigation District. The research results have ensured the irrigation water for middle-late rice in the irrigated area under the condition of drought in Hunan Province in 2022,and provided intelligent decision-making support for fl ood control operation when the maximum infl ow fl ood peak occurred in Ouyanghai Reservoir on June 22,2022.
