    摘要:

    针对水务信息化建设存在的业务系统之间相互孤立、数据烟囱式存储等问题,为整体提升智慧水务对业务管理的支撑能力,结合深圳市水务信息化建设现状,探索深圳市智慧水务建设总体工作框架和战略思路。 构建“两维 + 四步”智慧水务建设总体框架,在理清各建设阶段组织、业务、流程关系的基础上,明确支撑业务活动的信息化工具,按照现状问题盘点、业务全景梳理、业务流程再造、数据流程匹配 4 个步骤,提出定目标、定框架、定内容“三步走”的战略思路,推进智慧水务建设。实践表明:智慧水务建设须以业务场景梳理为基础,以未来场景应用为核心,以数据治理为关键,强化智慧水务顶层设计,分阶段逐步推进。

    Abstract:

    There are some problems in smart water development, such as system isolation, information island and so on. In order to improve the overall support ability of smart water to business management, the framework with two dimensions in four steps is developed based on current situation of smart water in Shenzhen. Based on clarifying the relationship between organizations, business and process in each development stage, the information tools for supporting business activities is determined. The smart water development is promoted according to four steps which are current problems analysis, business scenario sorting, business process regeneration and data process matching. This paper proposes a “three steps” strategy which is goal setting, framework development, and content design. The relevant practice shows that smart water development should be able to support the top-level design and to be boosted in stages. The whole process is based on business scenario sorting, with the future scenario application as the core and data governance as the key.
