Abstract:The flash flood disaster in Hami City has the characteristics of rapid rise and fall, high and concentrated peaks, short peak duration, and often causes great destruction. Therefore, monitoring and real-time early warning of flash flood are the key to disaster prevention. The development of flash flood disaster early warning information platform in Hami City applies the idea of “time for space and space for time”. Based on the hydro-informatics principle of one map, one network and one database in Hami City, the platform integrates fundamental information for flood control and disaster prevention, including meteorology, rainfall, water level, video, emergency plan, flood control engineering map and relevant personnel’s contact information, etc. Based on front-end perception, information monitoring and analysis, the real-time monitoring and early warning in the flood season are realized. The monitoring and early-warning provide technical support for flood control supervision, forecast and emergency response. Meanwhile, the platform integrates video resources of reservoirs in Hami, which supports decision-making and operation of the government of Hami City by cooperating with Emergency Response Bureau, Meteorological Bureau, Water Conservancy Bureau and other departments.
