    摘要:

    为提高河长制工作效率和水环境治理能力,提出实现智慧河长系统的关键技术和应用实现方案。针对河湖监管水平较低、信息化资源共享程度低和精细化监督管理水平较低等问题,通过水质水量自动监测、工业企业污染溯源监测、视频监控、无人机与卫星遥感监测形成空天地一体化前端感知体系,研究河长制数据整合汇聚、大数据分析和 AI 图像识别等智慧河长系统关键技术,采用智慧感知层、基础设施层、大数据中心层、支撑平台层、应用系统层、用户层 6 层架构构建智慧河长系统,实现水质分析、污染溯源、岸线监管、水面异常监管等重要功能。实现河长制工作从前端感知、后台分析、辅助决策全过程智能化管理,有效解决河长制工作中河长履职监管和河湖数据整合等难题。

    Abstract:

    To improve efficiency of the river chief system and water environment restoration, the key technologies and their application scheme of the smart river chief system are proposed. Due to problems such as “weak governance of rivers and lakes”, “less information resource sharing” and “weakly fine management” in the work of the river chief system, a front-end perception system on space-air-ground integration is formed through automatic monitoring of water quality and quantity, tracing and monitoring of industrial pollution, video monitoring, drones and satellite remote sensing monitoring. Key technologies of the smart river chief system, such as data collection and integration of river chief system, big data analysis, AI image recognition are studied. The smart river chief system has been developed with a six-layer structure: intelligent perception layer, infrastructure layer, big data center layer, support platform layer, application system layer and user layer, to realize important functions such as water quality analysis, pollution tracing, shoreline supervision, and emergency monitoring. Through application of key technologies, the intelligent management of whole process of the river chief system from front-end perception, back-end analysis to decisionmaking support has been realized. The problems in the work of the river chief system, such as duty supervision of the river chief and data integration of rivers and lakes have been effectively solved.
