摘要:

为全面实现水土保持监管规范化和现代化，充分发挥监管对生产建设项目水土保持工作的效能，在厘清法律法规关于生产建设项目水土保持工作的规定，确定监管工作边界及其任务的基础上，提出生产建设项目水土保持监管数据链及其总体功能目标，阐明数据链的数据流路和应用程序功能要求，设计各项监管业务对应的数据库及其内容，把与监管相关的各方通过数据采集与录入、信息分析与共享等环节构成的数据流链接起来，推动从水土保持方案报批直到设施验收与报备核查等全流程、全流路的监管工作规范实施。基于生产建设项目水土保持监管数据链，对全国水土保持信息管理系统监督管理子系统进行优化更新后，可良好地适应和支撑当前的监管工作，满足相关机构的信息需求。

Abstract:

In order to fully support the standardization and modernization of supervision of water and soil conservation, and fully have the effectiveness on water and soil conservation supervision of production and construction projects, this paper, on the basis of clarifying relevant provisions of laws and regulations on water and soil conservation of production and construction projects, determining the boundary and tasks of supervision, puts forward “the data chains for water and soil conservation supervision of production and construction projects” and the main function objectives, expounds the data flflow paths and main apps requirements, designs the data chains, databases and their content, links closely the relevant parties of supervision through data collection and entry, information analysis and sharing, and promotes the implementation of supervision to the whole flflows and the whole processes of the water and soil conservation project’s approval, acceptance, report and verifification. Based on the data chains for water and soil conservation supervision of production and construction projects, the preliminary app system has been well updated, then it adapts and supports the current supervision works well and meet the information needs for the relevant organizations.
