    摘要:

    构建智慧水利体系已被写入《中华人民共和国国民经济和社会发展第十四个五年规划和 2035 年远景目标纲要》,同时,水利部党组明确建设智慧水利是水利高质量发展的显著标志,也是推动新阶段水利高质量发展的六大实施路径之一。构建智慧水利体系的关键要素——智慧水利应用的现状、类型及其目标是什么、如何在特定范围内开展智慧水利应用的梳理及对梳理形成的应用体系进行评价,是需要解决的首要问题。通过智慧水利应用的研究,试图揭示智慧水利应用体系的组成与目标,为水利行政管理部门和水利管理单位建设符合自身特点需要的智慧水利应用体系,提供工作思路和基本方法。

    Abstract:

    The construction of smart water conservancy system has been written into the 14th fifive-year plan for national economic and social development of the People’s Republic of China and the outline of long-term objectives in 2035. At the same time, Leading Party Group of Ministry of Water Resources has made it clear that the construction of smart water conservancy is not only a signifificant symbol of high-quality development of water conservancy, but also one of the six implementation paths, which can promote high-quality development of water conservancy in the new stage. The key elements of building a smart water conservancy system, i.e what are what is the current situation, type and goal of intelligent water conservancy application, how to sort out smart water conservancy application within a specifific scope and evaluate the formed application system, which are the primary problems need to be solved. Through the research on smart water conservancy application, this paper attempts to reveal the composition and objectives of intelligent water conservancy application system, build smart water conservancy application system which meets their own characteristics needs for water conservancy administrative departments and water conservancy management units and provide working ideas and basic methods.
