摘要:

水利部颁布的《智慧水利总体方案》将大大提高水利工程的智慧管理水平。以新疆玛纳斯河智慧水环境管理调度系统为例开展研究，分别从智慧化系统的设计原则、结构、建设内容等 3 个方面，提出开展智慧水环境管理调度系统的总体框架结构和实现方法。通过采集河道水文水质、雨污水管网、污水处理厂和泵闸站运行等数据，整合各类数据形成一个完整的智慧水环境管理调度系统，实现玛纳斯河全线涉水设施控制自动化、 管理协同化、决策科学化、服务主动化的目标，发挥玛纳斯河水环境调度管理系统效益，保持玛纳斯河整治的长期成效，打造长治久清的幸福河。

Abstract:

The Overall Plan of Intelligent Water Conservancy enacted by the Ministry of Water Resources will greatly improve the intelligent water conservancy management level. Taking the intelligent water environmental management and dispatching system of Manas River in Shihezi City as an example to carry out research, the overall framework structure and implementation method of smart water environment management and dispatch system are proposed from three aspects: design principle, system structure and system construction content of intelligent system. By collecting and integrating the river hydrology and water quality data, rain sewage pipe network data, operation data of sewage treatment plant and gate pump station, a complete intelligent water environment management and dispatching system is formed for realizing the goal of automatic control, coordinated management, scientific decision-making and proactive service of the whole wading facilities along Manas River. The benefits of Manas River water environment dispatching management system is fully played, which can maintain the long-term achievements of Manas River improvement and create a long-term clean happiness river.
