摘要:

对照国家和智慧水利的要求，分析建设智慧黄河的重要性，基于智慧水利总要求，提出智慧黄河的概念、参考框架和 6 个能力特征。智慧黄河就是以人与自然和谐共生理念为指导，以让黄河成为造福人民的幸福河为目标，以科学完善的管理体制机制、法律法规、技术标准、工程技术、信息通信技术等多要素有机驱动， 实现黄河流域自然水系、经济社会、水生态环境三者健康和谐共生的动态平衡状态。智慧黄河是智慧水利在黄河流域的具体实现。阐述主要建设内容，包括构建数字孪生流域、流域模拟仿真平台、智能业务应用体系；提出建设保障措施。建设黄河流域数字化场景，将黄河流域影响区域内的自然地理、经济社会和生态环境的历史和现势状态映射到信息空间，是智慧黄河的基础；构建黄河数字孪生流域，实现流域重点对象与其孪生体的孪生性，是实现智慧黄河的关键。

Abstract:

According to the requirements of the state and smart water conservancy, and based on the general requirements for smart water conservancy, this paper analyzes the importance of building smart Yellow River, and puts forward the concept, reference architecture and six capacity characteristics of smart Yellow River. Smart Yellow River, guided by the concept of harmonious coexistence between man and nature, and organically driven by the many factors (including scientific and perfect management system and mechanism, laws and regulations, technological standards, engineering technology, information and communication technology), is a dynamic balance process to realize healthy and harmonious symbiosis of the natural water system, economic society system and water ecological environment, aims to make Yellow River a happy river for the benefit of the people. Smart Yellow River is the concrete realization of smart water conservancy in Yellow River Basin. The main construction contents are described, including the construction of digital twin watershed, watershed simulation platform and intelligent business application system; the guarantee measures are put forward. Building a digital scene of Yellow River Basin and mapping the history and current status of physical geography, economy, society and ecological environment in the affected areas of the Yellow River basin to the information space is the basis of smart Yellow River; Constructing the digital twin basin of the Yellow River and realizing the twinning between the key objects of the basin and their twins is the key to the realization of smart Yellow River.
