水利项目资金监管平台总体架构设计

针对近年来政府职能转变、水利投资建设规模不断加大，以及各级党委、政府对水利项目资金监管工作提出更高的要求等新的形势，结合水利廉政风险防控水平提升等业务需求迫切的实际，提出以信息化手段为抓手，以水利项目资金管理的需求基础，开展水利项目资金监管平台研究，完成项目库管理、水利资金监管、 项目信息统计直报、统计分析及成果展示、移动应用等业务模块的建设，基本实现对水利项目资金的全过程管理，加强水行政主管部门的事中事后监管，提升监管效能。

Abstract:

In view of the new situation in recent years, such as the transformation of government functions, the increasing scale of water investment and construction, and the higher requirements of the party committees and governments at all levels for the supervision of water project funds, combined with the urgent practical needs of the improvement of the level of risk prevention and control of water integrity. It is proposed to carry out the research on the supervision platform of water project funds based on the needs of water project funds management by means of information technology, and completing the construction of business modules such as project database management, water fund supervision, direct report of project information statistics, statistical analysis and results display, mobile application, etc., basically realizing the whole process management of water project funds, and strengthening the water administration director in the process and after the event supervision of the department to improve the supervision efficiency.
