    当前浙江省正在推进政府数字化转型工作,智慧水利是水利数字化转型的重要抓手,设想从顶层设计、行动计划、指标体系三方面展开,顶层设计谋划“做什么”,行动计划明确“怎么做”,指标体系则是评价做得“怎么样”,提出了夯实 “数字化”基础、优化“网络化”覆盖、提升“智能化”水平、实现“智慧化”管理的指导思想;设计了基础设施、数据资源、应用支撑、业务系统四层总体框架,以及“双中台、一门户”的技术框架;谋划了六大工程、29个项目、100项工作内容;构建了7个一级指标,22个二级指标,89个三级指标及126个四级指标,共计244个评价指标的水利信息化发展指标体系。该设想对智慧水利谋划设计工作进行了有益探索,具有一定的借鉴意义。

    Abstract:

    At present, Zhejiang province is promoting digital transformation of government. Intelligent water resources is an important starting point of the digital transformation of water resources. It needs to be designed from three aspects: top-level design, action plan and index system. Top-level design plans "what to do", action plan clearly "how to do", and the index system evaluate the results. The construction plan Put forward the guiding ideology of strengthen the foundation of digitalization, optimize the coverage of networking, upgrade the level of intellectualization, and realize intellectualized management, devised the overall framework of infrastructure, data resources, application support and business system with four level, and the technical framework of "two-platform, one-portal". In order to realize the construction plan, 6 major projects, 29 projects and 100 work contents have been planned. In order to evaluate the development level of water resources informatization, index system with a total of 244 evaluation indicators are Designed, in which there are 7 first-level indicators, 22 second-level indicators, 89 third-level indicators and 126 fourth-level indicators. This construction plan has made a useful exploration for intelligent water resources planning and design work, and has certain reference significance.
