    摘要:

    浙江省的河长制工作起步较早,截止2017年浙江省已经建立了省市县乡村五级河长体系,全省共设立河长5.7万余名,如何高效地管理这数万名河长的履职工作,成为摆在我们面前的重点和难点。借助信息化的手段,能够较大程度地提高管理工作的效率,因此需要建设基于全省五级河长架构的河长制信息系统,通过信息化的手段来管理全省数万名河长的履职。通过分析浙江省河长制管理工作的现实需求和系统开发关键技术,提出了河长制信息系统的总体设计思路和详细功能设计,实现了河长制基础信息查询,动态信息监测,重点项目统计,巡查问题处理,任务通知发布和目标责任考核等功能,对提高浙江省河长制工作管理的效率有着重要的意义。

    Abstract:

    The work of Zhejiang Province’s River Chief Mechanism started early, there were 57,000 river chiefs all over the Zhejiang by the year of 2017 when Zhejiang Province had established its five-level River Chief structure.How to manage the duty work of the tens of thousands river chiefs efficiently became the key point and difficulty at that time. With the help of information technology, the efficiency of management can be improved to a large extent.That’s why we need establish the information system of River Chief Mechanism based on five-level River Chief structure to manage the duty work of the tens of thousands river chiefs by the way of information technology。By analyzing the demand of management work of Zhejiang River Chief Mechanism and key technology of system development, we put forward the overall design idea and detailed function design of information system of River Chief Mechanism, and realized the functions of basic information inquiry, dynamic information monitoring, key items statistics, patrol problem handling, task notification and target responsibility assessment, which is of great significance to improve the efficiency of River Chief Mechanism management in Zhejiang Province.
