针对新疆水资源监控能力建设一期项目取用水监测站点实施过程中存在问题及解决措施展开探讨，对存在的问题作详细阐述，分析问题产生的原因，并给出一系列相应有效的措施，以期为新疆水资源监控能力建设二期项目实施提供参考借鉴。

Abstract:

This article made a comprehensive research on the problems in the process of the National Water Resources Monitoring Capacity Building Project in Xinjiang. We analyzed the causes of the problems occurred and put forward a set of optimizing and effective reactions, expecting to offer a reference or model for Xinjiang 2nd Project.
