摘要:

以水利电子政务综合办公系统应急预案的编制为例，从应急组织与职责的确定、故障等级的制定、应急处置及演练等方面阐述水利信息系统应急预案编制的过程，提出应急预案的编制应避免过于复杂，要保持预案的完整性及严谨性，科学制定演练计划，并与运维相结合，以期发生紧急情况时，尽可能将损失降到最低。

Abstract：With the establishment of emergency response plan for integrated office system of water conservancy e-government as an example, from the emergency organization and responsibility to determine the fault classification, formulation, emergency drills and other aspects of water information system emergency planning process, suggested emergency plan should avoid overly complex, to keep the plan of the integrity and rigor, science develop training plans, combined with the operation and maintenance, in order to emergencies, as far as possible to minimize the loss.
